An effect in the 60's is going to look like it was made in the 60's. An effect in the 90's... etc. You don't have to necessarily completely change the sound of an effect, but give it a tweak. You can certainly digitally recreate the phaser sound effect from TOS. However, the "look" should be updated. The effects should more closely match b/c Star Trek is a franchise.
