I think the original stipulation was that the Defiant&#039;s cloaking device could only be used in the Gamma Quadrant - however, I doubt the Romulans minded much once they had been dragged into the Dominion War. I expect the particulars of the Treaty of Algeron took a back seat when they realised that they were going to have to throw everything they had at the Dominion.

And once the war was over, there&#039;s not really that much the Romulans could do to enforce the Treaty of Algeron again. I guess it was just a kind of passive acceptance of Federation cloaking technology from then on.</description>

So the sounds were actually being carried on an x-ray, like a sound wave being carried on a radio wave. You wouldn&#039;t be able to hear it without a receiver.
